Navigant has announced the enhancement of its Anti-Money Laundering (AML) Compliance and Investigations offering with the addition of Alba Avila Quintana and Patrick J. McArdle who join the firm as Directors in New York. These two professionals, along with Alma Angotti, also a New York based Director, enhance the team with a wealth of federal and local level enforcement experience and strengthen the firm's capabilities in the areas of anti-money laundering (AML), anti-bribery and other regulatory matters.
"With the expanded efforts around financial regulatory oversight and compliance, Alba, Pat and Alma create a team of professionals that will be critical for our financial services clients," states Ellen Zimiles, Managing Director and leader of Navigant's Global Investigations & Compliance practice. "They will leverage their extensive regulatory experience to provide valuable insights to clients as they grapple with investigations, policy, training and compliance challenges."
Enhanced Credentials
Alba Avila Quintana joins Navigant from the National Securities Commission of Argentina (CNV), where she has served as the Deputy Director for International Affairs and the Deputy Director for Anti-Money Laundering. At the CNV, Avila Quintana managed the oversight and enforcement of AML laws and regulations, conducting AML examinations of agents, broker-dealers and all other securities market participants. In addition, she participated in Argentina's Financial Action Task Force (FATF) evaluation process. As part of her role with the CNV, Avila Quintana served as the principal liaison between the CNV and the IMF, OECD, IOSCO, World Bank and other securities commissions globally.

Prior to joining Navigant, McArdle was a Senior Special Investigator for Enforcement at the Federal Reserve Bank of New York. In this capacity, he conducted highly sensitive and complex specialized investigations involving violations of bank regulations, illegal activities and suspicious transactions. McArdle has led numerous fraud investigations, including financial statement fraud, embezzlements, inventory and receivable manipulations, bid rigging and kickback arrangements. He has also acted as a monitor for companies and unions in industries plagued by organized crime.
With 25 years of regulatory experience, Alma Angotti has the distinction of holding senior enforcement positions at the Securities and Exchange Commission (SEC), U.S. Department of the Treasury's Financial Crimes Enforcement Network (FinCEN) and Financial Industry Regulatory Authority (FINRA). At FINRA, Ms. Angotti had primary responsibility for AML policy and enforcement of the Bank Secrecy Act as well as FINRA and SEC AML rules. She designed, implemented and led FinCEN's Bank Secrecy Act enforcement program. She also drafted proposed and final AML regulations for securities broker-dealers, hedge funds and investment advisors. Angotti has advised non-U.S. governments on AML issues, served as a FINRA representative on several inter-agency AML groups, and had responsibility for other program areas at FINRA, including municipal securities, fixed income, supervisory controls compliance and research analyst matters. Alliance Life Sciences Sponsors CBI Compliance Congress 2012 and Releases White Paper on Proposed Rules for Sunshine Act Implementation
Alliance Life Sciences Consulting Group (ALSCG), a leading management and technology consultancy, will be sponsoring the 2012 CBI Compliance Congress, January 24-25, 2012, Washington D.C. Coinciding with the event, Alliance is releasing a new White Paper on the proposed rules for Sunshine Act Implementation released by CMS on December 14, 2011.
The late release of the proposed rules has delayed the implementation of the act, as they will not be issued in their final form until at least mid-way through 2012. CMS is currently collecting comments until February 17, 2012. This means that companies did not have to comply with the original date of January 1, 2012 for starting to capture the data; however they will be required to submit a partial year once final rules are released. The White Paper further breaks down how the requirements differ from expected, and how to proactively approach compliance. It is available for download at: http://www.alscg.com/company/events/cmswhitepaper
"Life sciences companies spent much of 2011 implementing spend management programs with little direction from CMS," says Ed Masterson, senior vice president, consulting operations, ALSCG. "Now that the dates for reporting have changed, it allows a window for an intensive review to ensure compliance with both state and federal regulations."
Attendees at the CBI Compliance Congress are invited to visit the Alliance booth and speak with subject matter experts on the challenges posed by Aggregate Spend Reporting.
About ALSCG
Formed in 1994 and headquartered in Somerset, N.J., Alliance Life Sciences Consulting Group employs more than 175 professionals who collectively understand the business challenges of the Life Sciences industry and offer solutions for Sales & Marketing, Managed Care & Government Contracting, Commercial Operations, Information Management and Analytics. ALSCG has experience with seven of the top 10 largest pharmaceutical manufacturers as well as middle market and emerging Life Sciences firms.

Broadridge and CTI Form Strategic Alliance to Provide Advanced Tax Reporting and Compliance Solutions
Broadridge Financial Solutions, Inc. BR -1.14% and Compliance Technologies International, LLP (CTI) jointly announce that they have entered into a partnership that integrates Broadridge's Tax Managed Services (TMS) with CTI's Tax Withholding software. This alliance offers broker-dealers comprehensive tax reporting and compliance capabilities designed to meet the increasingly complex tax processing and withholding needs of financial services firms.
Through the alliance, Broadridge will expand its end-to-end tax outsourcing solution to include NRA (non-resident alien) reporting, withholding, document tracking and compliance tools. This enhanced functionality supported by CTI promotes compliance with the Foreign Account Tax Compliance Act (FATCA) and aims to consolidate and streamline a number of labor-intensive back-office functions related to Foreign Financial Intermediaries (FFIs) and complex NRA withholding requirements.
"Just as firms are working through the initial phases of cost-basis regulation, they will then be hit with yet another round of new regulatory requirements relating to FATCA legislation," said Geoff de Lesseps, Senior Vice President, Investor Communication Solutions, Broadridge. "Broadridge and CTI plan to be there to help lessen the burden of FATCA, which will be just as monumental a change in requirements as in cost-basis reporting, but is currently flying under the radar as a result of firms being inundated with meeting current regulatory requirements."
"Broadridge and CTI have developed industry standard solutions that define the tax reporting and compliance field," said Cyrus Daftary, Executive Director and co-founder of CTI. "Given the increasing compliance demands in the tax information withholding and reporting area, coupled with FATCA requirements, the synergies created by our relationship will be very beneficial to firms. Through the alliance, firms will benefit from the confidence in partnering with two proven industry leaders."
In 2010, Broadridge announced a strategic alliance with Convey Compliance Systems to provide broker-dealers with real-time tax reporting via a more flexible, customizable platform through Tax Managed Services. The addition of CTI's intermediary processing and tax-withholding software complements an already powerful combination of tax data, processing, cost-basis and investor communications tools available in TMS, the latest offering in Broadridge's suite of Tax Information Reporting Services (TIRS). TMS can be used across any back-office platform, front-end system and technology. Broadridge has offered tax reporting solutions to the brokerage industry for more than 25 years.

GxP Consulting Responds to Biopharmaceutical Industry Demands for Increased Development Cycle Support
GxP Consulting, a leading provider of consulting and training to the pharmaceutical and biopharmaceutical industries, announces the launch of its expanding biopharmaceutical process support services.
GxP Consulting is responding to increased demand for expertise across the entire development cycle of biopharmaceutical products and in a number of emerging areas – including stem cell and gene therapy research and the essential vector agents.
These promising yet complex areas of biopharmaceutical research are relatively new to many companies and require specific knowledge in order to maximise their potential for developing new treatments. As part of this, there is a need to establish the regulatory compliance requirements of these new products as early as possible and integrate these within the overall development, approval and manufacturing process as efficiently and effectively as possible. The GxP Consulting biopharmaceutical process team can assist companies looking to make further advancements in these new areas of research by offering a full range of experience-based support at each stage of the process - from early development and regulatory application to analytical method development, scale-up, facility design, technology transfer, marketing authorisation and full-scale commercial manufacture.
GxP Consulting has also announced the introduction of a range of smart services targeted at providing maximum value to existing and new customers. In response to the global economic downturn, GxP Consulting is now offering a suite of added-value options to help its clients fulfil their regulatory compliance responsibilities: complimentary initial consulting sessions, pre-payment incentive schemes and training packages that include consulting sessions at no extra cost.
Mark Stevens, managing director at GxP Consulting, said: “It is a very exciting time in the biopharmaceutical industry with new streams of research and clinical studies that are introducing innovative new products and technologies. However, as advances are made, businesses seek the necessary expertise to ensure that projects run efficiently and reliably at every stage of the process. The GxP Consulting biopharmaceutical process team can offer the most appropriate advice to ensure each project is a success and that companies have available all the help and experience they need for their current and future development plans.”
The comprehensive biopharmaceutical process service incorporates initial evaluation and feasibility studies to ensure the most appropriate strategy is chosen in order to minimise time to market and also provides extensive support at each product lifecycle phase through to post-licensing projects. Expertise within the GxP Consulting team includes mammalian cell and microbial fermentation, egg/vaccine systems currently in use for the Flu treatments and the development of products using novel technologies such as stem cell and gene therapy. The team can offer experience-based advice and leadership on topics such as; clinical trial strategy; regulatory approval strategy; process and quality requirements for sterile, parenteral products; protein purification; down-stream processing; process trouble-shooting; biosimilar process development; analytical assay development; validation master planning, and even the building and training of entire new teams.
Tactical support is available including: clinical study project management; e-clinical technology selection, implementation and integration; facility design services, including equipment and utilities; project cost estimation for design, build and validation activities; product safety; process validation; cleaning validation; comparability studies and stability studies. Support is also provided on all process related documentation, such as SOPs and batch manufacturing records (BMR).
GxP Consulting can provide interim management support and help companies to develop knowledge transfer and training strategies in order to ensure projects and operations run efficiently. PrO Unlimited Completes Its 17th Year of 1099 Independent Contractor Evaluations without a Single Overturn
Since its inception, PrO has completed more than two hundred thousand 1099 screenings without a single overturned recommendation. This service provides clients a decisive guide as to which contractors are legitimate 1099s. The screenings are followed by guidance and consulting to assist the contractor in setting up an appropriate business or having the client company engage the contractor through alternative, risk averse means.
Judith Benson, former IRS trainer and auditor, and currently PrO’s Director of Global Compliance, attributes this milestone to “intense and thorough training of the PrO Compliance staff based on the most current case law, revenue rulings and taxing authority trends.”
Additionally, PrO’s President, Andrew Schultz commented, “Our success in this area is due to the level of education, experience and sophistication of our Global Compliance team. I am not aware of any other company in the industry to employ former IRS auditors to guide our clients through this process. We think this is a major reason for our success in this arena.”

ATTUS' RISC Services Group Celebrates Its 1000th Consulting Engagement Along With Its 98% Client Satisfaction Rating
ATTUS Technologies, Inc, a respected market leader in regulatory compliance software and services, today announced two significant milestones for its Risk and Information Security Consulting (RISC) Services Group. The group recently completed its 1000th consulting engagement and based on customer surveys earned a 98% client satisfaction rating.
Created in 2002, the RISC Services Group has steadily grown its client base and its array of services, all without sacrifice to its high standards for customer service and quality. This is evidenced in the recent survey in which 98% of clients rated their overall experience with the group as good or excellent, with the majority (88%) describing their experience as excellent.
"Completing our 1000th RISC Services engagement is a major event for ATTUS as it demonstrates the depth and breadth of our regulatory compliance expertise," said Tom Fedell, president and CEO of ATTUS. "The outstanding results of our customer survey indicate that our clients agree. The fact that 98% of them indicated that they would recommend ATTUS shows that they appreciate our continued commitment to providing them with superior service and support."
The RISC Services Group provides comprehensive professional services that help financial institutions meet the regulatory compliance requirements of the Gramm-Leach-Bliley Act (GLBA) and the Bank Secrecy Act (BSA). "Seven years ago, we decided to take the client experience beyond just compliance software," added Fedell. "We wanted to present our clients with a well-rounded array of both products and services that helped them mitigate their most pressing risks and meet their regulatory compliance requirements."
The range of RISC Services includes two focused on critical risk management issues for financial institutions. The ATTUS Information Security Review is a comprehensive assessment of an institution's Information Security Program, examining the policies, procedures, physical security and technology of the institution to help it comply with GLBA. To assist financial institutions with their Bank Secrecy Act and Anti-Money Laundering compliance, the ATTUS BSA Review provides a complete evaluation of an institution's overall risk management program.
For financial institutions concerned about the rising threat of systems' attacks, ATTUS offers peace of mind through its External Penetration and Social Engineering Tests. Both use a combination of sophisticated technology and intuitive manual techniques to detect vulnerabilities and risks associated with the organization.
These are then reported to the institution along with recommendations on how to mitigate the risk thus reducing the chances that the client's system will be illegally hacked and subverted by criminals.
In recent months, the RISC Services Group added the ATTUS Red Flag Review Service. It assesses a financial institution's Identity Theft Prevention Program in accordance with the FACT Act's new rules that went into full effect as of May 2009.
Like all of the services available from the RISC Services Group, this new one includes a thorough review and investigation by consultants with real-world experience in their respective specialties.
"Once a review is completed for a RISC Services engagement, our consultants fully review their findings with the client and provide recommended solutions for shoring up any risk," concluded Fedell. "Our thoroughness combined with our personalized attention is what makes this group stand apart. We never abandon our clients just because the official review is done. Our consultants continue to be available for advice and support as clients implement those solutions."

HR Technology Advisors Selects HighRoads QuickSPD to Meet DOL Compliance Requirements for the SMB Market
HighRoads today announced that HR Technology Advisors (HRT), a national, independent benefits and HR technology consulting firm who focuses on the needs of employee benefit firms and their clients, will be distributing HighRoads’ QuickSPD, an automated online service to generate and store Department of Labor (DOL) compliant summary plan descriptions (SPDs) for small and midsize employers.
With the recent increase in DOL regulation enforcement, employers both large and small are turning to HighRoads, the company providing employers – for the first time – complete control over their health care costs and compliance, to both automate and simplify their benefits SPDs for assured government compliance.
SPDs are documents developed by employers that provide a summary of the employee benefits and health insurance coverage programs offered to employees and their families by an employer. SPDs have been required by the Department of Labor since the Employee Retirement Income Security Act (ERISA) was put in place in 1974. The act calls for employers to provide accurate and complete SPD information to employees on a timely basis. If a plan participant requests an SPD that cannot be delivered within 30 days, the penalties are as high as $110 per plan participant, per days elapsed before an SPD is delivered.
HighRoads has created a version of its industry-standard online SPD service for brokers – QuickSPD. With QuickSPD brokers can provide clients with DOL compliant SPDs every year at minimal cost with little effort.
QuickSPD is an online service for brokers to create and store SPDs for their small to midsize clients. QuickSPD gives brokers a menu of compliant SPD templates with fill-in-the-blank variables for each client. Once the templates are completed for each client, they can be stored, exported, printed, retrieved and easily updated each year. In addition, QuickSPD brokers benefit from the HighRoads central repository for easy access, storage and maintenance of client SPDs.
“The DOL does not discriminate by company size. Small to midsized companies share the same SPD compliance burden, and therefore require a low-cost technology solution,” said Michael Byers, president and CEO, HighRoads. “By offering QuickSPD to its broker partners and clients, HR Technology Advisors now offers a one-of-a-kind, value-added service that keeps its clients ERISA compliant at minimal cost and effort.”
“QuickSPD will automate the time consuming process of creating, updating and maintaining ERISA compliant SPDs,” said Joe Markland, principal, HRT. “As a service to our broker partners, HRT searches for and selects cutting edge technology tools that add value and improve efficiencies. QuickSPD is one such solution that meets an emerging market demand and reduces legal and DOL fine exposure for our brokers’ clients.”

CommCore Consulting Group and Center for Communication Compliance Form Strategic Alliance
CommCore Consulting Group and The Center for Communication Compliance (CCC) have formed a strategic alliance to help agencies bridge the gap between regulatory compliance education and compliant message development. The pairing combines much needed expertise and capabilities: CommCore, with its speaker training, message development, FDA preparation and crisis communications counsel and CCC, through its regulatory compliance training and certification programs for healthcare communicators.
New FDA leadership, new legislation, and new enforcement power all increase the responsibility of healthcare marketing and communication professionals to communicate effectively and compliantly -- both internally and externally.
"Our joint effort is a response to an unprecedented number of products facing recalls, Risk Communications (REMS) requirements and unease among patients, health care providers and regulators," says Andrew Gilman, President and CEO of CommCore.
"Healthcare marketing and communication professionals face an increasingly turbulent regulatory terrain. However, with careful planning, this new era presents opportunities to translate the realities of regulatory compliance into practical terms so that messages are hard-hitting, but also don't run afoul of regulations," says Jerry Doyle, Principal at the New York City office of CommCore.
"Today, healthcare communication requires a marriage between compliance know-how and effective messaging in order to have the greatest impact on business with the least amount of risk," according to Ilyssa Levins, CCC president and founder. "To accomplish this, promotional agencies must master three key steps: education on the regulatory requirements; demonstration of proficiency in the risk communication process; and application of the regulations to the business of risk communication."
CommCore and CCC have identified the new Risk Evaluation and Mitigation Strategy (REMS) requirements as a prime near-term opportunity for agencies to get more involved in risk management planning and discussions. A REMS must be submitted to the FDA for any drug product deemed to have serious risks -- either prior to the product's approval or even after the product is marketed. The FDA can delay approval if it deems the submitted REMS to be insufficient, and the regulatory authority can declare the product misbranded (and thus ineligible for marketing) if the company fails to follow the approved REMS. Several blockbuster products, such as Botox® (Botulinum Toxin Type A), now have a REMS requirement.
"Until now, promotional agencies have not had a soup-to-nuts support system to guide them through the ever-changing risk management terrain in a comprehensive way," states Doyle. He concludes: "Together, CommCore and CCC will help promotional agencies close that loop."

Adams Consulting Announces 'How To' Webinar for Importers: 'A Step-by-Step Approach to Implementing a '10+2' Compliance Program'

Details of the 45-minute presentation will include: the Twelve (12) Sequential Steps, hints for overcoming common obstacles, a timeline for 60-day implementation, and resources for more information.

Building on Growth, Virtify Adds to Executive Team and Expands Commercial Operations
Virtify, Inc., the market leader in Enterprise Content Compliance solutions for life sciences, today announced the addition of Stephen Bergson, former Ernst & Young and Capgemini executive, as executive vice president of commercial operations. Mr. Bergson will lead the company's worldwide sales and marketing efforts and report to Virtify's president and founder, Dr. Satish Tadikonda. The company also announced key additions to its sales and marketing team as it expands operations to meet increasing demand for its Enterprise Content Compliance solutions in the pharmaceutical, biotechnology, medical device, animal health, and food industries.
Mr. Bergson has been in the management consulting and software services industries for 25 years with a strong focus on life sciences. Before joining Virtify, he was an independent consultant for a global management consulting firm where he led the design and commercialization of a life sciences business process outsourcing practice. Prior to that, he was a vice president at Capgemini in its Global Life Sciences practice. Before joining Capgemini, Mr. Bergson was the North American CEO at ARINSO International, a provider of management consulting services and HR business process outsourcing for Fortune 250 corporations. For more details visit the company section at www.virtify.com/company-management-team.htm#stephen_bergson
"I am extremely excited about the depth and breadth of our solutions and the benefits that we are extending to our customers," said Mr. Bergson. "Virtify has built a robust software platform that is purpose-built for the unique regulatory content management and compliance requirements of life sciences companies and has truly raised the bar for success."
Mr. Bergson has already begun to build out his sales and marketing team at Virtify with the hiring of Dwight Galler as senior director of marketing and Michael Engro as regional director of sales.
Mr. Galler will lead the company's corporate and product marketing functions. Building on Growth
As global health and regulatory authorities continue to push for tighter controls and electronic standards, many life sciences organizations find themselves challenged due to outdated processes that are fragmented and paper-based. To enable accurate and timely compliance customers are demanding new technologies and systems that are modeled on best-practices and easily configurable to adapt to changing regulatory requirements.
Virtify has emerged as an innovator and technology leader in Enterprise Content Compliance for life sciences. The company has quietly built a strong reputation and following in the life sciences industry where R&D, clinical trial and submissions activities have become increasingly regulated. Virtify's easy-to-use Virtx software suite is the industry's only solution to provide a secure, collaborative web-based environment for managing regulated content throughout the entire product continuum -- from pre-clinical through product registration to commercialization. Its open architecture is standards-based and designed to leverage a company's existing infrastructure including standard security systems, databases and legacy document management systems.
"With Steve and his team, we've added a strong combination of strategic consulting, solution development and go-to-market leadership skills that will enable us to fully leverage this opportunity and help take the company to the next level. Steve is a great addition to the Virtify team," said Dr. Satish Tadikonda, president and founder of Virtify Inc.

Violations could result in fines of up to $5,000 per event.
“Attain Management Resources’ partners and associates have executive-level experience at public and private medical technology companies and understand the importance of this new law and the implications of compliance and non-compliance,” Mr. Glover continued. “We work with the compliance officer and executive staff to design customized compliance programs and training that meet the company’s specifics needs.”

PeakData Services, Inc, a fast-growing IT provider dedicated to information security compliance and risk mitigation services, announced today that it has launched operations based in Hong Kong dedicated to serving customers in the Asia-Pacific region.
Leading PeakData Services Hong Kong Limited is General Manager Huy Nguyen, a 20-year IT veteran. He joins PeakData Services from Independent IT Consulting where he provided advice and solutions in IT and infrastructure to C-level management.
Previously, he was a director, enterprise solutions, for the Global Solution Services group at Hitachi APAC. His role was to grow the professional services teams, their expertise and their market penetration. He was also part of the Hitachi global team to build its services portfolio.

"Information security concerns are at the forefront of IT organization agendas all over the world. "We are seeing strong and growing demand for our services in Asia, particularly from multi-national organizations. Because they are subject to many varying regulations in the many countries in which they do business, they must take tremendous precautions with their sensitive data. We have found that our technology and experience "travels" well along with these companies' information technology operations," added Nguyen.
Nguyen said that the initial projects in Asia include secure disk destruction for a leading global financial entity with operations in eleven (11) countries across Asia.
