Leading Management Consulting Firm Hires Former Deputy Director of the U.S. Office of Personnel Management

EquaTerra, a leading management consulting firm, announced today that Howard Weizmann - until recently, deputy director of the U.S. Office of Personnel Management (OPM) - has joined EquaTerra to lead its Federal Human Resources (HR) Practice. Throughout his career, Weizmann has led large-scale transformative assignments across talent management, workforce planning, HR systems implementations, pay, retirement, health, recruiting, training, leadership and communications.

In his new role, he will assist Federal agencies and departments in achieving higher performance through improvements to their HR function. He and his team will advise and counsel them on such matters as streamlining business processes, technology deployments and enhancements, shared services initiatives, outsourcing and performance management.

In his position as OPM's Deputy Director, Weizmann served as a key advisor to the OPM Director on all issues affecting the Federal workforce. As second in charge of the agency, he supervised Federal HR and related health and retirement benefit programs for 1.8 million employees, 2.3 million retirees and 8.9 million health benefits enrollees. During his tenure, he spearheaded efforts to design and implement an end-to-end Federal hiring process.

Prior to his service with the Federal government, Weizmann was the President of the Private Sector Council (part of the Partnership for Public Service), a not-for-profit organization whose mission is to improve Federal agency effectiveness by sharing private sector expertise with senior public leadership, where he led efforts to improve Federal contract management. Weizmann also held senior operations and HR positions at Digex, Inc, a technology firm acquired by MCI/Verizon. As Senior Vice President of European-Business Operations, he oversaw European operations, sales and administration and the company's transition to MCI. As the company's Senior Vice President of Human Resources, he was also responsible for the design and delivery of innovative short and long term rewards, benefits, performance management and employee relations programs.

Mr. Weizmann came to Digex from Watson Wyatt Worldwide, a leading human resources consulting firm, where he was the Managing Consultant for the company's Washington, Philadelphia and Richmond offices. In this capacity, Weizmann was responsible for sales and marketing as well as service delivery to its clients. During his tenure, the Washington office was named one of the 50 best places in Washington to work by Washingtonian Magazine. Prior to joining WWW, Weizmann led and managed HR consulting operations for Aetna Life Insurance Company and was the Executive Director of the Association of Private Pension and Welfare Plans (renamed, American Benefits Council). At the Association, he started a career-long trend of improving organizational performance by significantly growing its membership and revenues.

Weizmann is a Georgetown law graduate and began his career as a practicing attorney.

While an attorney at Sun Company (Sunoco), Weizmann designed and implemented one of the first 401(k) plans and pioneered one of the first cash balance plans in the nation. Weizmann is also the coauthor of Rewards and Business Strategy: People, Pay and Performance, published by CCH.
