A new administration and recent economic events have created a changed operational landscape for government agencies involving new challenges, demands and expectations. The external board members and internal leadership team, each with a wealth of government-specific knowledge and experience, will help guide Capgemini Government Solutions in applying its global assets to deliver high value results to U.S. public sector clients. The Capgemini public sector leadership team, headed by Joe Moye, recently appointed Jose Garcia as vice president to lead the U.S. state and local business practice, and George Love as senior manager to manage the tax and revenue business practice. These strategic additions to the leadership team build on Capgemini’s capabilities to serve the public sector market by leveraging each individual’s extensive industry experience. The new hires reinforce Capgemini’s ability to serve select states and municipalities by offering value-based solutions and services to address critical issues and opportunities.
Jose Garcia has more than 25 years’ experience in public sector sales and marketing and was most recently the executive vice president of sales for the Agilex State and Local Government, Education and Civilian Agency business. George Love has dedicated his career to consulting and selling for the global tax market and formerly served as vice president of Global Consulting for Oracle Tax Global Business Unit.

The newly appointed external board members will provide business and security governance as well as strategic planning support to Capgemini as it continues to expand its public sector portfolio. Representing a cross-section of both private and public service and expertise within the government sector, the new Capgemini Government Solutions external board members are: Dr. Renato (Renny) DiPentima, Lt. Gen. (Ret.) Gregory Newbold and Dr. William (Bill) Winkenwerder. Capgemini also named R. James (Jim) Nicholson as a strategic advisor to the board.
Capgemini Board of Directors Biographies
Renato (Renny) A. DiPentima, Ph.D. currently sits on the board of directors of Brocade Corporation (NASDAQ: BRCD), Liquid Machines, Red Shift and the advisory board of Red Hat (NYSE: RHT). Dr. DiPentima is a former board member of SRA International, a provider of technology and strategic consulting services and solutions. There he served as vice president and CIO before being appointed president and chief executive officer in 2005. Dr. DiPentima held this title until 2008. Prior to his leadership roles at the SRA, Dr. DiPentima served as deputy commissioner for systems at the Social Security Administration from May 1990 to June 1995.
United States Marine Corps Lt. Gen (retired) Gregory (Greg) S. Newbold currently works for private equity firm Torch Hill Partners as a managing partner, focused on Government security investments. Lt. Gen Newbold has extensive board of director experience and currently serves on the boards of Diamondback Tactical, Inc., Nortel Government Solutions, Camelback Products, LLC, and Science and Engineering Technology Associates. Prior to Torch Hill, Lt. Gen Newbold served as director of operations for the Joint Chiefs of Staff from October 2000 until his retirement in October 2002, after 32 years of service to the USMC. During his tenure with the USMC, Lt. Gen Newbold commanded the 15th Marine Expeditionary Unit, the vanguard force in the U.S. commitment for Operation Restore Hope in Mogadishu, Somalia.
William (Bill) Winkenwerder, M.D., M.B.A. is currently chairman of The Winkenwerder Company LLC, a health consulting firm he founded in 2007. Previously, Dr. Winkenwerder served as the assistant secretary of defense for health affairs at the U.S. Department of Defense from 2001 until 2007, where he was responsible for the $40 billion annual budget of the Military Health System (MHS). During his tenure, Dr. Winkenwerder led advances in battlefield medicine and oversaw the implementation of a sophisticated global electronic health record system, AHLTA. He also improved TRICARE; introduced better mental health care for soldiers; oversaw medical relief efforts after the Asian tsunami and hurricanes Katrina and Rita; and led efforts to prepare the nation for a possible biological outbreak or attack. Dr. Winkenwerder had more than 20 years experience as a private healthcare executive and practicing physician before his service in government.
R. James (Jim) Nicholson (strategic advisor to the board) is currently senior counsel in Brownstein Hyatt Farber Schreck’s Washington, D.C. office. Mr. Nicholson most recently served as secretary of the Department of Veterans Affairs, where he was responsible for the second largest department of the government with more than 250,000 employees and a budget of $77 billion. Prior to his tenure at the VA, he served as U.S. Ambassador to the Holy See where Pope John Paul II knighted him for his leadership on human rights issues. He also served as the chairman of the Federal Interagency Council on Homelessness, was a director of New Community Development Corporation and commissioner of the Defense Advisory Committee on Women in the Services (DACOWITS). Mr. Nicholson served as chairman of the Republican National Committee from 1997-2001.
